The idea of a European army is not supported by all countries, but the document requires the establishment of a new joint police, to guard external borders and a single European visa.

After nine months of reflection on the future of Europe, at the initiative of German Foreign Minister Guido Westerwelle was released 12-page document with recommendations “controversial”, which could lead to Britain leaving the EU, comments the newspaper “The Guardian” .

“For the EU to be a real player on the world stage, we must take long-term decisions by a majority vote, not unanimity on foreign policy and security, to avoid the situation where a country can block judgment required of everyone else, “says the document.
