Abstract

Today the event of a bioterrorist attack went from the probably unattainable due to globalization, the development of biological sciences and biotechnology. Therefore, states and the international community prepare for limiting medical, psychological, psychosocial, economic and social aspects of such attack by various terrorist groups to meet individual interests and / or groups, religious and / or ideological.

Keywords: bioterrorist attack, pathogens, bioterrorism, effects, personal security, national security .

1. The definition of bioterrorism

After September 11, 2001, the event moved from bioterrorist attacks status unattainable on probably .

In essence, the use or threat of bioterrorism is a terrorist purpose use of biological agents likely to cause illness or death of humans, animals or plants. Its objective is to impose through a violent act with deep psychological impact will through fear.

In our opinion, bioterrorism is a human activity defined by intent and will, made in order to trigger fatal diseases which, moreover, generate terror and panic among the population concerned, to demoralize and to overburden health care resources. Basically, bioterrorism, by means of dissemination of pathogenic agents is an invisible threat

[1] .

Bioterrorism is facilitated by progress in genetics and molecular biology. Thus, pathogenic bacteria can be made harmless by insertion of genes in the genome borrowed toxicity of harmful bacteria.

2. Embodiment of bioterrorist attacks

The possibility that terrorists use natural or synthetic pathogens, produced for peaceful purposes is worrying [3] . Such criminal use would not only endanger human life and health, but medium and long term, could cause damage to the natural resources, especially water resources, agriculture and food supply.

In general, there are two ways of achieving bioterrorist attack:

  • a direct attack on people. In this case, in addition to health effects, the physical and psychological effects are very strong, installing terror and panic, which can result in complete or partial paralysis of the country affected by the terrorist attack and therefore unfavorable consequences for the economy; < / li>
  • indirect attack performed on livestock and agriculture of a country. Economy sector concerned is directly reached and the result is a weakened more or less significant national economy, depending on damage. In addition, if the population is bioterrorist origin fall food sector is triggered panic effect, and the country is paralyzed.

    3. Effects of bioterrorism on individual security, national and internationalA bioterrorist attack generates a series of effects [4] . First, it is health effects , or illness involving infected people or their death. Thus, it is important brought a touch individual security , and if bioterrorist attack is affected by an important segment of the population of a country, then we can talk about setting up a state of health insecurity . This is undermining national security both in health security and the economic security , since the active people are frequently moving and, if they are carriers of a contagious disease resulting from a bioterrorist attack, a spread, thus leading to epidemics. The natural consequence is to reduce the number of working age.

A second type of effects due to a possible bioterrorist attack are likely psychological . It’s fear, fear , anxiety and anxiety , fear and panic that can be installed in people who were either affected by the virus, toxin etc. propagated through bioterrorist attack or those who have heard of the possibility of attack. In this way, the psychological effects of bioterrorist attacks affect individual security by creating a sense of insecurity .

Finally, bioterrorist attacks may occur and effects psychosocial . It’s panic , reduce social cohesion, organizational climate, national consensus and individual and collective morale. These effects lead to behavioral changes individual and collective. At the same time, due to a possible bioterrorist attack, weaken public confidence in state institutions competent in ensuring individual security and national .

In our opinion, health effects, psychological and psychosocial are interdependent and their consequences are cumulative.

Somehow, they are direct effects of a bioterrorist attack. But there indirect effects . It is above all nature effects economic that generates a bioterrorist attack by removing the affected business persons medical, psychological and psychosocial. Also, following a bioterrorist attack may occur social effects . It’s tension or unrest caused by behavioral changes of individuals covered by the panic and fear as a result of direct or indirect exposure to a bioterrorist attack. production of these effects may affect both individual security and national security. On the other hand, in the context of globalization, the consequences of these effects can extend to regional and global affecting international stability and security.

    4. The fight against bioterrorism

In our opinion, the fight against bioterrorism, locally and nationally, including the following:

    • competent institutions Preparedness and Response Public Health. In terms of preparation, mitigation of deliberate releases of biological agents requires early detection and targeted agents in recognition of infected persons;
    • availability and establishment of stocks of medicines. At the national level, each state must establish stocks of smallpox vaccines and antibiotics
    • possibility of a multisectoral response. Preventing terrorist attacks and responding to their consequences requires a mobilization of actors and resources of a large number of sectors other than health. Security of food resources, animals, plants and water must be special attention. In this respect, the armed forces play an important role in first aid and in managing possible collective panic situations
    • international cooperation. In many cases, mitigation of bioterrorist attacks requires international cooperation. Here comes the UN and especially the World Health Organisation by concrete and concerted actions of state and non-state actors all involved.

Essentially, the measures presented are required to be correlated with each other because only through concerted efforts of stakeholders at local, national and international bioterrorist attacks can be prevented and their effects (where the attacks occurred) can be significantly reduced. Conclusion

Bioterrorist attack is a manifestation of terrorist attacks. Today, the development of biotechnology, on the one hand, and the effects of globalization and development of information and communication technologies, on the other hand, made the move from bioterrorist attacks impractical to probably .

Bioterrorism is realized by different pathogens, disseminated or public water supplies, food and so on, in various ways, generating medical effects, psychological, psychosocial, economic and social.

Fighting is necessary and possible bioterrorist attacks. Their fight is important to limit the touches that make individual security, national and even international and hold both individual states and the concerted efforts of the international community.
